Stan Hu 8d5527007a Provide better diagnostic message upon project creation errors 
Prevents an Error 500 when project fails to create due to invalid parameters.

Add new service classes to create and update project and personal
snippets.  These classes are responsible for enforcing restricted
visibility settings for non-admin users.
