Paco Guzman 5fe85bc8ca Expire branch/tag git data when needed.
When pushing commits to existing branches we don’t
need to flush branch git data (branch names / counts)

When flushes the cache when pushing commits skip to
flush branch and tag git data (names / counts) because
those operations are managed explicitly in each case

Repopulated expired cache as soon as possible

Stan Hu 0fdfd2dd6e Fix Error 500 when viewing a blob with binary characters after the 1024-byte mark
Here was the problem:

1. When determining whether a given blob is viewable text, gitlab_git reads the first 1024 bytes and checks with Linguist whether it is a text or binary file.
2. If the blob is text, GitLab will attempt to display it.
3. However, if the text has binary characters after the first 1024 bytes, then GitLab will attempt to load the entire contents, but the encoding will be ASCII-8BIT since there are binary characters.
4. The Error 500 results when GitLab attempts to display a mix UTF-8 and ASCII-8BIT.

To fix this, we load as much data as we are willing to display so that the detection will work properly. Requires
an update to gitlab_git: gitlab-org/gitlab_git!86

Enable Rubocop Casecmp Performance Cop.

Also fixes the errors caused by enabling the cop.

`casecmp` is more performant than `.downcase` and `==`.

Rémy Coutable 5589dcf8db Fix a few places where autoloading would fail
- Fix naming of API::CommitStatuses
- Ensure we use require_dependency instead of require
- Ensure the namespace is right in lib/api/api.rb, otherwise, we
  might require Grape::API::Helpers which defines the `#params` method.
  This is to avoid requiring a file multiple times and getting an "Already
  initialized constant" error.

Rémy Coutable 1a9d505972 Merge branch 'use-rugged-to-create-tag' into 'master'
Use Rugged's TagCollection#create instead of gitlab-shell's Repository#add_tag for better performance

This was originally opened at !1757 by @pcarranza but I changed it to use Rugged instead of gitlab_git, following @DouweM's request.

Once this is merged, https://gitlab.com/gitlab-org/gitlab-shell/merge_requests/26 will be mergeable too.

This is a combination of 3 commits.

- Update the bare repositories info/attributes if the default branch is updated
- Check the diff attributes of a file before showing a diff

Connor Shea c402aeef02 Allow alternative names for the CHANGELOG file.
"CHANGELOG", "NEWS", "HISTORY", and "CHANGES" are recognized as Changelog files.

Also adds relevant tests for each of these names.

Resolves #14864.

Stan Hu 2ce7559d70 Fix repository cache invalidation issue when project is recreated with an empty repo
To reproduce:

1. Create a project with some content
2. Rename the project
3. Create a new project with the same name.
4. Boom - 404.

After step 2, the branch and tag counts were not being cleared. This would
cause `repository.has_visible_content?` to erroneously return `true`
for the newly-created project.
