Allows MR authors to have the source branch removed when merging the MR
closes#13191
The location of the checkbox might not be optimal so any feedback is welcome. Any other feedback too obviously.

When a build fails for a commit, create a todo for the author of the
merge request that commit is the HEAD of. If the commit isn't the HEAD
commit of any MR, don't do anything. If there already is a todo for that
user and MR, don't do anything.
Current limitations:
- This isn't configurable by project.
- The author of a merge request might not be the person who pushed the
breaking commit.
If a branch starts with an issue's IID, followed by a hyphen, the
description will be updated to say that is closes the issue. This also
updates the title of the merge request to 'Resolves "$issue-title"', as
long as:
- There is more than one commit in the merge request (if there is only
one commit, the commit's title will be used as before)
- The issue's IID is valid for the project

- Refactor the `Subscription` coffeescript class
- The main change is that it accepts a container, and conducts all
DOM queries within its scope. We need this because the labels
page has multiple instances of `Subscription` on the same page.
2. Creating an issue or MR with labels notifies users subscribed to those labels
- Label `has_many` subscribers through subscriptions.
3. Adding a label to an issue or MR notifies users subscribed to those labels
- This only applies to subscribers of the label that has just been
added, not all labels for the issue.

Everytime the User check or uncheck a Task Item from the Issue or
Merge Request description, a new update is going to be
added to the activity logs of the Issue or Merge Request.
Note that when using the edit form, you can only update the Task item
status or add/delete/modify existing ones. Doing both actions is not
fully supported.
If a branch is deleted with an open merge request, amended offline, and then pushed again,
GitLab doesn't bother to update the merge request even though the last commit ID and/or
code may have changed. This MR ensures that each push will update any relevant merge
requests and adds a system note if this happens as well.
