Jacob Vosmaer 64ab6c9ed5 Add 'MemoryKiller' Sidekiq middleware 
When enabled, this middleware allows Sidekiq to detect that its RSS has
exceeded a maximum value, triggering a graceful shutdown. This
middleware should be combined with external process supervision that
will restart Sidekiq after the graceful shutdown, such as Runit.

Ciro Santilli 533f4cdf30 gitlab shell works if multiple rubies installed 
Before this it would fail because git hooks automatically prepend
things to the path, which can lead the wrong Ruby version to be called
in which dependencies are not installed.

To make sure that this is correct, the forked_merge_requests commented
out test that depends on this change was uncommented.

For that test to pass, it is also necessary to setup the mock server
on port 3001 under test_env.rb.

Jacob Vosmaer 185e7681d2 Move cache setup to config/application.rb 
Before this change we were trying to configure Rails.cache in an
initializer. It seems that by the time the initializers are loaded,
Rails.cache is already instantiated, so changing the settings does not
achieve anything anymore. This was causing Rails to default to a file
storage cache instead of the Redis cache, which in turn broke `rake
cache:clear`.

Jacob Vosmaer 7dfb678df9 Revert "Actually use the 'user_filter' configuration option" 
This reverts commit e9d4587ff1, which is
incompatible with GitLab's built in LDAP user filter: a GitLab LDAP
filter is [added on top of the other filters used to find the
user](https://gitlab.com/gitlab-org/gitlab-ce/blob/982d4d51e8110bec280eb00db0fb756b062103d9/lib/gitlab/ldap/adapter.rb#L61)

Example GitLab LDAP filter: `(memberOf=cn=foo,dc=bar)`.

In contrast, an omniauth-ldap filter [replaces the 'normal'
filters](https://gitlab.com/gitlab-org/omniauth-ldap/blob/76d77543dec0c585bb4e974262f43675f9810953/lib/omniauth/strategies/ldap.rb#L55)

Example omniauth-ldap user filter:
`(&(uid=%{username})(memberOf=cn=foo,dc=bar))`.
