Alfredo Sumaran e8a467e094 Implements TemplateDropdown class to create custom template dropdowns 
Also License dropdown has been ported to use our GL dropdown instead of Select2.
Fixes tests to make it work with current implementation

Robert Speicher 76ed2afcfc Change js-quick-submit behavior to expect the class on the form 
Now it will work on any field inside that form, and it's easier to scope
new behavior, which is what we're adding next!

Because Haml automatically indents the HTML source code, the contents
of whitespace-sensitive tags like pre and textarea can get screwed up.
