Make the loading spinner toggle more explicit
Occasionally the loading spinner would stay visible after the tab
finished loading. This change makes the toggle explicit so that it's
always shown on `beforeSend`, and always hidden on `complete`.
Plus a bonus semi-colon eradication! 💥

Change "+" icon under "Files" section to have three options:
* Create file
* Upload file
* New directory
Upload file is no longer accessible from the "Create file" page.
Users can now select a target branch in upload file as well.

Since CI is enabled by pushing .gitlab-ci.yml file there is no need to
add CI project via dashboard

Also makes it work when given a parent element containing a
`.js-syntax-highlight` element so for dynamically-added things like
notes or Markdown previews, we can more accurately target just the
element we care about.
Apply syntax highlighting to fenced code blocks client-side
Instead of applying the syntax highlighting scheme class to these blocks
server-side, we use Javascript and Gon to apply the user's color scheme
(or the default) client-side.
This will make it easier to cache these blocks in the future because
they're no longer state-dependent.
