This allows measuring of timings of arbitrary Ruby blocks, this allows
for more fine grained performance monitoring. Custom values and tags can
also be attached to a block.
Fix Error 500 after renaming a project path
Renaming the path of a project would result in an Error 500 due to `@repository` being memoized with the old path. An Error 500 would result:

When importing members, and user does not have permissions to read
members in a source project, do not leak information about source
project existence. Notifiy user that project has not been found instead.
This fixes ./spec/services/projects/unlink_fork_service_spec.rb which
somehow started failing on the master branch. It certainly isn't a very
elegant solution but seems to be the easiest/best way of solving this
problem for the time being.
Remove fork link closes all merge requests opened on source project
Currently, if you:
- create a fork
- open a merge request on the source project
- remove the fork link
The created MR cannot be closed.
With this MR, all pending MR is closed when the fork link is removed.

Rails' "url_helpers" method creates an anonymous Module (which a bunch
of methods) on every call. By caching the output of this method in a
dedicated method we can shave off about 10 seconds of loading time for
an issue with around 200 comments.
