Fix problems with award-emoji-only comment

This fixes a conflict between note with only a single emoji in content
and award-emojis mechanisms.

Closes #3734

Stan Hu d3d03d1362 Create a "destroyed Milestone" event and keep Milestone events around in the DB 
for posterity.

Also fix issue where destroying a Milestone would cause odd, transient messages like
"created milestone" or "imported milestone".

Add "in" preposition when creating and destroying milestones

Robert Speicher 4c42fc7c4c Call page.all instead of all in feature steps 
There's a naming conflict between Capybara and rspec-matchers which both
define the `all` method.
