Add SIDEKIQ_MEMORY_KILLER_SHUTDOWN_SIGNAL env var

when its RSS has gotten too big. This change will allow us to experiment
with sending SIGKILL instead of SIGTERM to Sidekiq processes on
gitlab.com.
